The Devastating Impact of Storm Bert: Communities Reeling from Severe Flooding

How Storm Bert Brought Severe Flooding, Heavy Rain and Widespread Disruption Across the UK

The devasting effects of Storm Bert

Communities Devastated by Storm Bert

Storm Bert affected the UK from 22 to 25 November 2024, bringing heavy rain, strong winds and snow to different parts of the country. The greatest impacts came from the exceptionally heavy rainfall and resulting flooding.

South Wales and south-west England were particularly badly affected. More than 150mm of rain fell in some upland areas, while flooding also affected communities elsewhere across the UK.

Homes, businesses, roads and transport networks were damaged or disrupted, leaving many property owners dealing with clean-up, repairs and insurance claims after the water receded.

Standing Strong in Support

Flooding can leave property owners dealing with safety concerns, damaged belongings, repair decisions and an insurance claim at the same time.

Independent Loss Adjusters provides policyholder-side support for property insurance claims. Later in this article, we explain how ILA may be able to assist where a home, rental property or business has suffered insured storm or flood damage.

Communities Submerged: The Unfolding Crisis

South Wales: Severe Flooding in Rhondda Cynon Taf

South Wales experienced some of Storm Bert’s most serious flooding. Rhondda Cynon Taf Council’s later investigation confirmed that the storm brought record-breaking rainfall and river levels across the county borough, with 438 properties suffering internal flooding.

Pontypridd was among the areas badly affected. A subsequent flood investigation identified internal flooding to 23 homes and 39 non-residential properties, with the River Taff exceeding its channel capacity and other sources of flooding also contributing in some locations.

The storm also washed away parts of the Feeder Pipe Footbridge replacement works near Abercynon. The original structure had previously suffered major damage during Storm Dennis in 2020.

Flooding Across England and the Billing Aquadrome Evacuation

Storm Bert also caused significant flooding across parts of England. The Met Office’s later analysis estimated that around 680 properties were flooded, while more than 35,000 properties were protected by Environment Agency flood defences.

Chippenham town centre was among the locations affected. In Northamptonshire, a major incident was declared as flooding developed around the River Nene.

More than 1,000 people had to leave Billing Aquadrome, and more than 150 caravans were significantly affected by floodwater.

Businesses at Breaking Point

Business closed after an insured event.

Businesses Hit by Flooding and Storm Damage

Businesses were also affected by flooded premises, interrupted access and wider transport disruption.

In Tenbury Wells, Worcestershire, the town centre flooded after a wall collapsed under pressure from a rapidly rising brook. Shops and other commercial premises were among the properties affected.

For an individual business, the financial impact will depend on the extent of the physical damage, disruption and insurance cover in place. Business interruption cover, where applicable, can have separate policy terms and evidence requirements.

The Human Cost of the Storm

Lives Lost: The Tragic Impact of Storm Bert

Storm Bert’s impact extended beyond property damage and disruption. The Met Office’s later review recorded at least five deaths directly linked to the adverse weather conditions associated with the storm.

Flooding also forced people from their homes and disrupted communities in several parts of the UK, including residents evacuated from Billing Aquadrome and households affected across South Wales.

Facing the Future: Calls for Stronger Flood Defences

Storm Bert renewed discussion about flood resilience, warning systems and the protection of communities that have experienced repeated flooding.

Climate change provides important context. The Met Office says human-induced climate change is increasing the intensity and frequency of heavy rainfall associated with autumn and winter storms.

However, this does not mean that every type of UK storm is simply becoming more frequent or more intense. Flood impacts also depend on rainfall, river levels, ground conditions, drainage, local geography and flood defences.

How Independent Loss Adjusters Can Help

Independent Loss Adjusters

Policyholder-Side Support After Storm or Flood Damage

If flooding has damaged a property, personal safety should come first. Follow emergency-service advice and do not enter floodwater or a damaged building if it may be unsafe.

Once it is safe, photograph the damage, retain records of necessary emergency work and notify the insurer in line with the policy requirements. Our flooded house guide explains the immediate safety, evidence and insurance-claim steps in more detail.

If an insured property has suffered storm or flood damage, Independent Loss Adjusters may be able to provide policyholder-side claim support. When we are appointed, we work for the policyholder rather than the insurer.

Depending on the claim, our support can include:

  • Damage and evidence review: Reviewing available information about the damage and supporting evidence.
  • Policy and claim review: Considering relevant policy wording and the insurer’s stated position.
  • Insurer communication: Communicating with the insurer and its representatives where we are appointed to do so.
  • Settlement review: Reviewing proposed repair scopes or settlements against the policy wording, available evidence and supported costs.

Professional claim support does not guarantee that a claim will be accepted or that a settlement will increase. The outcome will depend on the policy wording, evidence, cause of damage and circumstances of the claim.

Our Insurance Claims Management page explains ILA’s service, scope and applicable fees in more detail.
